Lula + 10: Achievements, directions and challenges of the social transformations in Brazil
Seminar to take stock of Brazil's development 10 years after the coming to power of Lula and PT, with André Singer, professor of political science at the University of São Paolo and author of a recent book on Lula and "lulism".
Ten years have passed since former metalworker and shoeshine-boy Luis Inácio "Lula" da Silva entered presidential power in Brazil. While initially provoking strong negative reactions from international investors as well as national economic elites, these ten years have been a period of unprecedented poverty reduction, strong economic growth, strengthened domestic democracy, bursting international investments and the rise of Brazil to a place among the major global political powers. Compared to other left-of-center reform projects, "Lulismo" in Brazil has also caused much less internal confrontations with political adversaries and economic elites. Yet it is the subject of criticism from environmental organizations, labor unions and other social movements, a criticism that has strengthened after the take-over by Lula's handpicked successor Dilma Rousseff in 2011.
What are the key features of "lulismo" and how has it changed over the course of the ten years? How has its support-coalition changed and can it be sustained? What are the prospects of deepening the reforms to ensure a more equal society, while simultaneously strengthen the capacity of the state to manage further economic growth and investments? And will the attraction of Brazil as a hotspot for Norwegian investments continue in the years to come?
André Vitor Singer is professor of political science of the University of São Paolo. He was Lula's press secretary (2003-2005) and spokesman of the Presidency (2005-2007) during the first Lula Government, and has previously been a journalist of the Folha do São Paolo. He is the author of the book: Os sentidos do Lulismo: reforma gradual e pacto conservador (Making sense of Lulism: gradual reform and a conservative pact, Companhia do Letras, 2012) and a number of articles on the ideology and policies of the Workers' Party and "lulismo", including A segunda alma do Partido dos Trabalhadores (The second soul of the Workers' Party, Novos Estudos CEBRAP, 2010) and Raízes sociais e ideológicas do lulismo (Social and ideological roots of lulism, Novos Estudos CEBRAP, 2009).
Singer's lecture will be held in English and followed by questions and discussion. The discussion will be in Spanish.
This seminar is organized by the Norwegian Latin America Research Network (NorLARNet).

BECCLE-seminar: The Market Economy Investor Principle (MEIP)
BECCLE invites you to a seminar about the Market Economy Investor Principle in the State Aid Law. Our two speakers are Steffen Sühnel, Senior manager at PricewaterhouseCoopers in Berlin, and Malgorzata Agnieszka Cyndecka, from the Faculty of Law, University of Bergen. Sühnels presentation is called "Applying the Private Investor Test in practice", and Cyndeckas presentation is called "The applicability of the MEIP - high time to take it seriously?" Steffen Sühnel is Manager of the Government, Infrastructure& Privatization division in the Berlin office of PWC. He specializes in EU State aid rules and notifications procedures of State aid to the Commission. Before joining PricewaterhouseCoopers in 2004 he worked for five years as Case Handler for the European Commission, DG Competition, State aid Directorate H. Within PricewaterhouseCoopers, Steffen is now responsible for all questions relating to State aid. He has worked on State aid cases for (semi) public organizations, state owned enterprises and large international companies in different sectors and territories. For example, he has advised the Croatian Competition Agency on rescue and restructuring matters in the shipbuilding and steel sector. Steffen is furthermore involved in the management of German guarantee schemes for the Federal Government of Germany. In addition, he advises on EU Regional Policy and Structural Funds issues. Steffen is an expert in the field of Market Economy Investor Test and was and is currently involved in carrying out several Market Economy Investor Tests for regional airports in order to assess, whether the airport fees involve State aid. Furthermore, he is involved in analyzing whether several investments of an OEM amount to a Single Investment Project, whether it is to be notified to the European Commission and if this is the case, preparing the notification.
Malgorzata Agnieszka Cyndecka is a PhD candidate at the Faculty of Law, University of Bergen, working on her PhD thesis with the working title "The Applicability and Application of the MEIP."

David should be well known for most people in Bergen after several visits in recent years. He is well known for pioneering works on the Arctic Oscillation (his PhD), stratosphere-troposphere interaction, stratospheric ozon, and much more. His works are cited close to 7000 times (ISI).

The Nordic Seas in transformation: evidence from a new climatology and extended dataset
Abstract
Instrumental observations are the only reliable source of information for evaluation of a true variability in the Earth climate system. First trustworthy oceanographic measurements in high latitudes of the northern hemisphere can be dated as far back as beginning of the 19th century. In this study we have gathered and analyzed all available until 2012 data, while majority of the previous analyses are limited by the second part of the last century.
Long-term variability of the thermohaline parameters was inferred using both the in situ data and the gridded fields, which have been computed from uneven measurements by means of modern interpolation technique (DIVA). Monthly and climatological fields of temperature, salinity, density on standard depth levels as well parameters' time-depth diagrams at several key locations in the Nordic Seas and Northern North Atlantic will be publicly available in the form of electronic digital atlas.
Results reveal that variability in the northern North Atlantic and Nordic Seas can be defined as coherent process of anomalies formation, reinforcement, propagation and decay. Within 110 years of instrumental observations we have distinguished steady regimes continuing for decades and events lasted for few years. For instance, predominant low-salinity regime, which was being continued from the early 1970s to the end of the 1990s, was reinforced with two strong low temperature/salinity events of different magnitude and spatial scale spanned for 4-5 years.
Both the abnormal regimes of two-way advection through the Nordic Seas and local atmospheric forcing regimes contributed to the observed variability. The greatest impact seen from the time series and spatial distributions can be linked to alterations in (i) fresh water and sea ice discharge from the Arctic, (ii) Atlantic water inflow and (iii) air-sea fluxes and vertical mixing processes. Time series of Fresh Water Content (FWC), Heat Content (HC) and dynamical highs (DH) in the key areas of the region reveal integral characteristics of the climatic signals propagated through the system. The major driving mechanism behind the observed variability, we believe, closely linked to periodicity of Arctic' ice/fresh water realize/accumulation phases or melting/freezing phases.
Content, technical details and two different approaches utilized for the ongoing Atlas will be also discussed.

Interactive distance learning, tools and principles used in a course on natural resources management
Distance learning is increasing in popularity around the world. Top US Universities, at times have more than 100000 students signing up for courses. Typically these courses consist of video lectures and a limited number of questions, and no exam is offered. Kahn Academy offers short videos on thousands of different topics, has about 2 million visitors every day, and is now linked to classroom teaching software.
Our new course in natural resources management is designed to handle a quite large number of students, while giving frequent feedback and offering an online exam. To build intuition a large number of interactive animations, simulators, simulation models, and games are offered. We demonstrate course material and discuss pedagogical principles.
