BECCLE invites you to a seminar about the Market Economy Investor Principle in the State Aid Law. Our two speakers are Steffen Sühnel, Senior manager at PricewaterhouseCoopers in Berlin, and Malgorzata Agnieszka Cyndecka, from the Faculty of Law, University of Bergen. Sühnels presentation is called "Applying the Private Investor Test in practice", and Cyndeckas presentation is called "The applicability of the MEIP - high time to take it seriously?" Steffen Sühnel is Manager of the Government, Infrastructure& Privatization division in the Berlin office of PWC. He specializes in EU State aid rules and notifications procedures of State aid to the Commission. Before joining PricewaterhouseCoopers in 2004 he worked for five years as Case Handler for the European Commission, DG Competition, State aid Directorate H. Within PricewaterhouseCoopers, Steffen is now responsible for all questions relating to State aid. He has worked on State aid cases for (semi) public organizations, state owned enterprises and large international companies in different sectors and territories. For example, he has advised the Croatian Competition Agency on rescue and restructuring matters in the shipbuilding and steel sector. Steffen is furthermore involved in the management of German guarantee schemes for the Federal Government of Germany. In addition, he advises on EU Regional Policy and Structural Funds issues. Steffen is an expert in the field of Market Economy Investor Test and was and is currently involved in carrying out several Market Economy Investor Tests for regional airports in order to assess, whether the airport fees involve State aid. Furthermore, he is involved in analyzing whether several investments of an OEM amount to a Single Investment Project, whether it is to be notified to the European Commission and if this is the case, preparing the notification.
Malgorzata Agnieszka Cyndecka is a PhD candidate at the Faculty of Law, University of Bergen, working on her PhD thesis with the working title "The Applicability and Application of the MEIP."
